Requirements
You must have completed the "Finding Flippers", "Deep Diving" and "Revive the Oasis" quests to be able to find and unlock the Pirate Outfit. Within these quests, you'll obtain the 
Flippers, 
Snorkel, and 
Pickaxe!
Outfit Locations
The Pirate Outfit Set is located in 
Rainbow Reef, in two separate locations.
Pirate Hat
The Pirate Hat can be found within a 
Treasure Chest, in Sunken Solutions, located in Rainbow Reef.
The entrance to Sunken Solutions can be found here at the Pirate Ship.
Pirate Outfit
The Pirate Outfit can be found within a Treasure Chest, inside of a boulder, near the 
Recycling Plant, located in Rainbow Reef. The player must have obtained the Pickaxe in order to mine the boulder.
