"Rain or Shine" is a "The Right Tools" quest. The quest is unlocked when the player has completed the "Island Stone" quest.

"Put the 
Rain Island Stone to the test in the Aquafaller"

The player will meet ________.
Wish me mell, who will says that she'd like some help tending to flowers. The player and Wish me mell will then go to meet 
My Melody who will say that the 
Nuls would be excellent helpers. Next, the player must speak to 
Tuxedosam, who will give the crafting plans for the 
Sprinkler Hat. After that, the player must craft the Sprinkler Hat with the following materials: 1x 
Box Clam, 5x 
Worm Tail, 5x 
Mechanism.

Once they've crafted the Sprinkler Hat, they will meet Wish me mell who will want to take selfies around Merry Meadows. After talking selfies, the player will have to place the Sprinkler Hat on a Nul, who will then be able to water all of the flowers in the region, once spoken to.
